Safety concerns were raised well before a Johannesburg, South Africa, hospital roof collapse, according to an article on the News 24 website.

Concerns about the structural safety at the Charlotte Maxeke Hospital, where a section of the roof recently collapsed, were raised by a legislator.

There were leaks in various rooms at a ward in the pediatric clinic and a consultation room was used for storage because of feces that leaked into it from the ceiling last year, according to a press release from the lawmaker. 

"There are also leaks in other parts of the hospital and in the parking garages. Sewage is sometimes mixed in as well, causing a foul smell."
