The first step to creating a plan is to identify an emergency plan administrator to oversee the development and evolution of that plan and run the emergency drills. 

Then the facility's current level of preparedness should be assessed for the most likely disasters in the area.

Review the plans for evacuation, fire procedures, security, facility closures, hazardous and radioactive materials, etc.
